OLD LYME PLANNING COMMISSION
WORKSHOP
TUESDAY, JUNE 30TH, 2014


Present were:  Harold Thompson, Todd Machnik, Chris Kerr, Don Willis, Robert McCarthy, and Edgar Butcher.

The commission members held a workshop to discuss the impact of the installation of sewers with regard to the Plan of Conservation and Development.

Commission Member Robert McCarthy who has served on the Water Pollution Control Committee (WPCA) gave the commission a brief history and overview of the work that had been done by the members of the  WPCA.  He explained the study that had been done by Woodward &  Curran on behalf of the Town of Old Lyme as well as the current position of the Department of Energy and Environmental Protection (DEEP).

McCarthy explained a couple of options that the committee had explored for a treatment plant within the Town of Old Lyme which at this point the DEEP has stated are not viable options.  He also explained that currently Old Colony and Miami Beach are set to move forward with a water treatment plan.  He also explained the options the town is currently exploring as to whether it is viable at that point for the Town to be a part of that process for Hartford Avenue, Swan Avenue, Portland Avenue and Hawks Nest Beach.

The commission expressed concern about moving forward with town involvement and the impacts it might have on the town as a whole.   They felt strongly they liked the Town of Old Lyme being one of the smallest towns on the shoreline between Boston and New York and felt the installation of sewers would change that characteristic.  They noted the impact it has had on the Town of East Lyme and Waterford over the past 20 years and stated that was not the direction they felt was best for the Town of Old Lyme.

The Planning Commission would like to set up a meeting with a few members of the WPCA to obtain more information as well as discuss possible changes that would need to be put in place for the Plan of Conservation and Development Plan as well as any land use regulations that might be impacted.

Chairman Thompson asked Kim Groves to contact Kurt Zemba, Chairman of the WPCA to set up a workshop with the Planning Commission in early August.
